What a strip out covers

Everything being replaced leaves with us: boilers and calorifiers, chillers and condensers, air handling units, pumps and pressurisation sets, tanks, generators, transformers, switchgear and redundant pipework. We start on a dead, drained and locked-off system and finish with the replacements level, estuary slab or upper floor. New connections, electrical work and commissioning belong to the M&E contractor.

Access and planning for a Deeside plant room strip out

The survey settles these before a date is fixed.

Which council grants the road. Sealand and Chester sit minutes apart under different highway authorities. We apply for the traffic management and road closure to Flintshire County Council, to Cheshire West and Chester Council over the border, or to Wrexham County Borough Council to the south.
The hours the building will give us. The building manager gives us the hours, the noise limits, a boarded corridor and a lift for the crew. Loud work goes to an evening or a weekend.
What the biggest piece weighs once split. A boiler divides at its sections, an air handling unit at its panel joints, and those splits set the crane size or remove the need for one.
Out over the roof, or out through the corridors. A crane on the yard is the dearer day and the shorter job. The route inside adds stairs, lifts, floor protection and labour.
Estuary ground. Much of the working frontage sits on old estuary land cut through with drains, so outrigger pressures and mats are confirmed first, and slabs and voids checked along the route.

Before anything is lifted

We need three things done before we cut. The M&E contractor shuts the system down, empties it, locks it off and tells us in writing that it is safe to work on. Any refrigerant is taken off by an F-gas certified engineer. A licensed contractor removes any asbestos the pre-works survey has found.

Our dates are planned behind all three, with a name against each in the quote. Where a holiday or a booked shutdown fixes the far end, the programme is written back from it.

How a plant room strip out works

We need the plant list, what replaces it and the window dates, plus photos out to the Flintshire or Cheshire road.
We come and look, then fix the way out and how far each unit comes down.
Then we issue RAMS and the lift plan and slot our dates in after isolation and clearance.
The crew sections the plant, rigs it out along the route and loads it for removal.
The replacement is set level, and the M&E contractor connects and commissions it for the hall or college.

Common questions

Our unit is at Sealand and the load-out runs into Chester. Who applies for the road space?

We do. Flintshire County Council covers the closure at the building and Cheshire West and Chester Council the road space over the border, with Wrexham County Borough Council for a route running south. Notice periods differ, so both go in early.

Our boiler house at Flint sits behind a working production hall. Does the line have to stop?

Where the plant room feeds the line, the answer is a booked stop, and the strip out, load-out and new units all sit inside it. Where it serves the office side, the work runs alongside production on a fenced route.

Can the building stay open while the plant comes out?

Usually, yes. Most of this work happens in buildings that keep running, so the route is protected, the hours are agreed with the building manager, and the heavy moves go at night or over a weekend where that suits everyone. On a heating or cooling system the building cannot lose, the new plant goes in and is proven before the old plant comes out.

Who isolates and drains the plant before you start?

Your M&E contractor, with the isolation, drain down and lock-off signed off in writing before we cut anything. Refrigerant recovery belongs to an F-gas certified engineer and asbestos to a licensed contractor, so we plan our dates around both. We agree at quoting stage who is covering what.
