Access and planning for a Newport plant room strip out

Settled at survey, before a price goes out:

Closing a street, and where the old plant lands. A lift over a building takes part of a road or car park. The traffic management and road closure go through Newport City Council, or through Torfaen, Monmouthshire or Caerphilly where the site sits.
Floors and yards on the way out. Jacks and skates put the whole weight through a handful of contact points, so basements, voids and suspended floors get checked. North of the city the yards sit on a fall, and the crane standing follows the measured gradient.
Wards, classrooms and production floors. These stay in use, so we agree working hours, noise and a protected route with the building manager.
What the plant divides into. Sections off a boiler, panels off an air handling unit, coil blocks off a chiller. The heaviest section left, against the soft Usk levels, says if a crane is worth bringing.

Before anything is lifted

Before our crew cuts anything, the Newport job’s M&E contractor must have made the plant dead, emptied it and applied the locks, and given us that in writing. Any refrigerant has to be recovered by an F-gas certified engineer. A licensed contractor does the asbestos survey and any removal it calls for.

The quote names who is doing each. If one runs late, we move the crane and crew back to suit.

Common questions

Can a crane stand on the soft ground beside the Usk?

Yes, on mats and after a check. The levels are soft going, cut about by reens, so the outrigger loads are set against a ground bearing figure confirmed at survey. Where the yard fails that check, the crane works from further back.

Does the new plant coming over the Severn crossings affect our date?

Tell us early and it will not. High winds close the bridges to high-sided vehicles, so where the units come from England the lift day is set against a confirmed delivery, the crane held to the slot after it lands.

Can the building stay open while the plant comes out?

Usually, yes. Most of this work happens in buildings that keep running, so the route is protected, the hours are agreed with the building manager, and the heavy moves go at night or over a weekend where that suits everyone. On a heating or cooling system the building cannot lose, the new plant goes in and is proven before the old plant comes out.

Who isolates and drains the plant before you start?

Your M&E contractor, with the isolation, drain down and lock-off signed off in writing before we cut anything. Refrigerant recovery belongs to an F-gas certified engineer and asbestos to a licensed contractor, so we plan our dates around both. We agree at quoting stage who is covering what.
